Описание: MENA is one of the richest regions in the world in terms of natural resources: it holds more than 60 percent of the world’s proven oil reserves, mostly located in the Gulf region, and nearly half of gas reserves. Oil represents 80-85 percent of merchandise exports in the region, making it highly depending on fluctuations in international prices. A long strand of economic literature has suggested that such dependence may hurt a country’s growth prospects and the scope for job creation by reducing economic diversification. This volume investigates the effect of natural resources and the role of policies on achieving higher and sustained growth through diversification away from oil. It explores analytical questions which include: (i) the impact of the real exchange rate on manufacturing and tradable services competitiveness in MENA; (ii) the role of fiscal policy in supporting diversification; (iii) how “weak links” (input sectors with low productivity) play a critical role in explaining the concentration of economic activities, in addition to the classical Dutch Disease effect and (iv) the impact of macroeconomic factors on the drive for regional integration Several policy recommendations emerge from this analysis: (i) policymakers should strive to avoid real exchange rate overvaluation through consistent fiscal policies, flexible exchange rates and adequate product and factor market regulations; (ii) reforms to improve the competition and efficiency of upstream input activities are crucial for improving the performance of downstream activities and diversification in MENA (iii) a consistent and transparent fiscal policy is essential to reduce instability, build the fiscal space needed to invest in core infrastructure and human capital and create a favorable environment for diversification; (iv) while regional trade integration is desirable for political, social, cultural and economic reasons, in terms of trade liberalization, this is not the best option for resource-rich countries of the region. Policymakers should take this into account in discussing regional integration options. It is hoped that the findings of this work will be of interest to policymakers, the civil society, donors and practitioners in MENA countries and stimulate the debate of such an important topic.

Fossil fuel-dependent countries are the most exposed to the impacts of global low-carbon transition and, at the same time, are often unprepared to manage it. They depend on the export of oil, gas, or coal; the use of carbon-intensive infrastructure (for example, refi neries, petrochemicals, and coal power plants); or both. These countries face at least two climate-related risks. The fi rst-order risk arises from weather-related events induced by climate change. The second-order risk is fi nancial, fi scal, and macro-structural, and it arises from the potentially accelerated transition of the global economy away from carbon-intensive fuels and the value chains based on them. This book focuses on managing these transition risks and harnessing related opportunities. Beyond Stranded Assets identifi es multiple strategies that fossil fuel-dependent countries can pursue to navigate the turbulent waters of a low-carbon transition. The policy and investment choices to be made in the next decade will determine these countries' degree of exposure and overall resilience. Abandoning their comfort zones and developing completely new skills and capabilities in a time frame consistent with the 2015 Paris Agreement on climate change is a daunting challenge and requires long-term revenue visibility and consistent policy leadership. Despite methane's short residence time, the fact that it has a much higher warming potential than CO2 and that its atmospheric volumes are continuously replenished make effective methane management a potentially important element in countries' climate change mitigation strategies. This document provides guidance for developing and implementing effective monitoring, reporting and verification (MRV) practices, as well as for mitigating methane emissions, from the oil and gas sector. In its discussion on MRV and mitigation opportunities, it is meant to serve as a resource for a broad audience, including owners and operators of oil and gas facilities and policymakers at all levels of government. It is intentionally "principles-based", recognizing that conditions vary greatly across oil and gas facilities, and that legal, political and institutional aspects differ by jurisdictions.

The Renewable Energy Hard Talk events held in Bosnia and Herzegovina (2018) and Serbia (2019) included a Nexus component for this purpose. Substantively, the approach used drew from the nexus assessment work under the ECE Water Convention and evolved into a list of criteria for sustainable renewable energy policies and investment initiatives that bring multiple benefits across sectors and countries while minimizing trade-offs, including with other water uses and environment protection.
