Описание: Civil-military relations in the Global South are both important and understudied. In practice, this leads to international programmes repeatedly, erroneously assuming that the only way to restore stability, development and peace in post-conflict and post-crisis societies is to focus on state-building. The results in the Global South, and particularly in Africa, have been weak and fragile at best.Here, through rich new case studies of the Democratic Republic of Congo (DRC), Cameroon, and Rwanda, Olaf Bachmann takes an important step in de-Westernizing civil-military relations theory. Focussing on one of the key pillars of the state—the army—and starting from the historically established axiom that there cannot be a state without an army and there cannot be an army without a state, Bachmann demonstrates how and why most African militaries never developed into professional armies. Instead, they have generally remained quasi-armies in the context of the quasi-states that established themselves after independence. Analyzing these events in the context of a wide array of Asian and African sources, Bachmann exposes the Anglo-Eurocentrism at the heart of Samuel Huntington’s hugely influential theory of the soldier and the state, and in so doing, he provides a powerful, more globally relevant re-examination of state-formation processes as they relate to the control of violence.Quasi-Armies and State Building in Africa is a must-read for researchers and students of African Studies and International Development interested in civil-military relations, military sociology, and state-building, and it is of keen interest to peace practitioners in post-conflict environments.

The concept of hybrid warfare is as old as warfare itself. However, it has re-emerged with an expanded scope in the twenty-first century. The purpose of the entire campaign is to break the will of the people and win the war without fighting. The modus operandi of the planning and execution of today’s hybrid warfare, particularly against unequal military powers (UMPs), is very similar to the precepts of the Chinese sage, Sun Tzu, who prophesied of winning the war without fighting. An analysis of Sun Tzu’s The Art of War reveals that he was a proponent of expanding state’s influence without the use of force. Inspired by Sun Tzu’s precepts, this author is proposing that states may acquire power for the promotion of peace within and peace without, as opposed to classical realism which insists on power and security. The sustained period of peace would enable the state to concentrate on economic development and societal progress. The same would help the state in perception management and project its soft power among the comity of nations. Such a state would then have the capacity to help develop other regional countries to expand its area of influence. However, the states that use their hard power to subdue other nations not only violate Sun Tzu’s dicta; but also end up spending huge resources, cause total destruction of the target state, and yet are unable to maintain a sustained occupation in contemporary international system.

In view of the continued relevance, this author attempts to rediscover Sun Tzu’s precepts from The Art of War and its application in today’s hybrid warfare, deploying deductive reasoning, and qualitative analysis of contemporary wars and conflicts.

Revealing the strength of decision-making power by African political elites, the study also shows the decisive impact of foreign economic and military assistance on countries that did not experience a prolonged armed conflict. The author provides new insights into the way the decisions of African governments in building their national militaries impacted postcolonial states' autonomy, legitimacy, sovereign control and governance.In West Africa, during the 1960s, France sought to maintain exclusive relations with its former colonies through military assistance, economic aid and close personal relations with African political and military elites. State coercive capacities extended far beyond the strength of political institutions, with soldiers' assumption of political roles linked to the weaknesses of colonial and postcolonial structures. Disagreements between French and American officials, as well as Arab-Israeli and Sino-Russo conflicts, increased African presidents' opportunities to mobilize external resources. Yet in the late 1980s, it became evident that national militaries and police were often the main causes of personal insecurity, rather than providing protection, and that some economies remained weak and political structures unstable.This book is available as an Open Access ebook under the Creative Commons license CC-BY-NC.
