While most related studies concentrate on the colonial era and Algerias War of Independence, France and Algeria details the nations postcolonial relationship. Phillip Naylor provides a philosophical approach, contending that France reformulated, rather than repudiated, “essential” strategic values during decolonization. It thus continued to pursue grandeur and independence, especially with regard to the Third World and Algeria, an essentialism that expedited France’s postcolonial transformation. But as a new nation, Algeria needed to pursue the “existential” project of self-definition. It became involved in state-building while also promulgating socialism, and it recognized how French oil concessions in the Sahara impeded its independence, leading to the industrys post-colonial decolonization. Finally, the postcolonial relationship has featured a human dimension involving immigrants, pieds-noirs (colonial settlers), and harkis (Algerian soldiers loyal to France), all of them central to bilateral relations.

In this revised and updated edition of his seminal work, first published over twenty years ago, Naylor expands his coverage of the decolonization era, drawing on new information while continuing to study the ever-evolving relationship between the two countries. These new additions expose the continually shifting relations of power, perception, and identity between the two states.

The New White Race traces the development of the press in Algeria between 1860 and 1914, examining the particular role of journalists in shaping the power dynamics of settler colonialism. Constrained in different ways by the limitations imposed on free expression in a colonial context, diverse groups of European settlers, Algerian Muslims, and Algerian Jews nevertheless turned to the press to articulate their hopes and fears for the future of the land they inhabited and to imagine forms of community which would continue to influence political debates until the Algerian War. The frontiers of these imagined communities did not necessarily correlate with those of the nation—either French or Algerian—but framed processes of identification that were at once local, national, and transnational.

The New White Race explores these processes of cultural and political identification, highlighting the production practices, professional networks, and strategic-linguistic choices mobilized by journalists as they sought to influence the sentiments of their readers and the decisions of the French state. Announcing the creation of a “new white race” among the mixed European population of Algeria, settler journalists hoped to increase the autonomy of the settler colony without forgoing the protections afforded by their French rulers. Their ambivalent expressions of “French” belonging, however, reflected tensions among the colonizers; these tensions were ably exploited by those who sought to transform or contest French imperial rule.

In Ecologies of Imperialism in Algeria Brock Cutler explores how repeated ecosocial divisions across an expansive ecosystem produced modern imperialism in nineteenth-century Algeria. Massive ecological crises—cultural as well as natural—cleaved communities from their homes, individuals from those communities, and society from its typical ecological relations. At the same time, the relentless, albeit slow-moving crises of ongoing settler colonialism and extractive imperial capitalism cleaved Algeria to France in a new way. Ecosocial divisions became apparent in performances of imperial power: officials along the Algerian-Tunisian border compulsively repeated narratives of “transgression” that over decades made the division real; a case of poisoned bread tied settlers in Algiers to Paris; Morocco-Algeria border violence exposed the exceptional nature of imperial sovereignty; a case of vagabondage in Oran evoked colonial gender binaries. In each case, factors in the broader ecosystem were implicated in performances of social division, separating political entities from each other, human from nature, rational from irrational, and women from men. Although these performances take place in the nineteenth-century Maghrib, the process they describe goes beyond those spatial and temporal limits—across the field of modern imperialism to the present day.
