Moscow's Heavy Shadow tells the story of the collapse of the USSR from the perspective of the many millions of Soviet citizens who experienced it as a period of abjection and violence. Mikhail Gorbachev and the leaders of the USSR saw the years of reform preceding the collapse as opportunities for rebuilding (perestroika), rejuvenation, and openness (glasnost). For those in provincial cities across the Soviet Union, however, these reforms led to rapid change, economic collapse, and violence.
Focusing on Dushanbe, Tajikistan, Isaac McKean Scarborough describes how this city experienced skyrocketing unemployment, a depleted budget, and streets filled with angry young men unable to support their families. Tajikistan was left without financial or military resources, unable and unprepared to stand against the wave of populist politicians of all stripes who took advantage of the economic collapse and social discontent to try to gain power. By May 1992, political conflict became violent and bloody and engulfed the whole of Tajikistan in war. Moscow's Heavy Shadow tells the story of how this war came to be, and how it was grounded in the reform and collapse of the Soviet economy that came before.
At the apex of international Cold War tension, an alliance of Greek military leaders seized power in Athens. Seven years of violent political repression followed in Greece, yet as Cold War allies, the Greek colonels had continued international support- especially from Britain. Why did successive governments, those of Harold Wilson and Edward Heath, choose to pursue an alliance with these military dictators? Alexandros Nafpliotis' book examines British foreign policy towards Greece, exposing a guiding principle of pragmatism above all else. This is the first systematic study of Britain and the Greek military Junta of the early 1970s to be based on newly released National Archive documents, US and Greek sources and personal interviews with leading actors. Comparing and contrasting the attitudes of both Labour and Conservative governments towards the Junta in Greece, Nafpliotis outlines a great degree of continuity, as well as showing where and how moral and public relations issues were overcome in order to facilitate a close relationship with the colonels. Britain’s War for the Mediterranean examines the internal working of the British government during the crisis of the French Revolution. It focuses on how politicians, diplomats, and military commanders formulated strategy for the Mediterranean theater. One of the major conclusions of this book is that the British government never spoke with one voice. Lacking synchronization in a changing conflict, the structure and conflicting objectives of each branch of the government failed to create a coherent plan to resist Republican expansion in the region. The book complicates the simplistic view of previous works on the weakness of allies and the naivete of the Pitt ministry, providing agency to diplomats and commanders across the region.
The second major conclusion is that these conflicting objectives were firmly rooted in the experiences of the eighteenth century. British diplomacy, crippled in the aftermath of the American Revolution, saw the French Revolution as an opportunity to build consensus and a shared view of a British world. French aggression offered an opportunity to reclaim a position of influence lost over the course of the 1700s. In contrast, the trajectory of British foreign policy shaped the use of the Royal Navy in the eighteenth century.
