Описание: Given the pressures of integration and assimilation, how are people within communities able to make decisions about their own environment, whether individually or collectively? Governing Ourselves? explores issues of influence and power within local institutions and decision-making processes using numerous illustrations from municipalities across Canada. It shows how communities large and small, from Toronto to Iqaluit, have distinctive political cultures and therefore respond differently to changing global and domestic environments. Case studies illuminate historical and contemporary challenges to local governance. This book covers topics including government structures and institutions and intergovernmental relations and reaches more broadly into geography, urban planning, environmental studies, public administration, and sociology.

Описание:

Governing Neighborhoods in Urban China examines the key mechanisms operating at the grassroots level in China that contribute to urban development and increased public support for the legitimacy and authority of the Chinese state. Beibei Tang uncovers new trends and dynamics of urban neighborhood governance since the 2000s to reveal the significant factors that contribute to regime survival.

Tang introduces the concept of hybrid authoritarianism, a governance mechanism an authoritarian state employs to produce governance legitimacy, public support, and regime sustainability. Hybrid authoritarianism is situated in an intermediary governance space between state and society. It accommodates both state and non-state actors, deals with a wide range of governance issues, employs flexible governance strategies, and in this context, ultimately strengthens CCP leadership.

Tang documents processes of hybrid authoritarianism through her focus on various types of urban neighborhoods, including new urban middle-class neighborhoods, and the increasing urbanization of the countryside. Governing Neighborhoods in Urban China provides a conceptual framework that avoids scholarly approaches that tend to reify either one-party autocracy or Western-centric notions of democracy.

Описание: Budgeting for Local Governments and Communities is designed as the primary textbook for a quarter or semester-long course in public budgeting and finance in an MPA programme. Many currently available texts for this course suffer from a combination of defects that include a focus on federal and state budgeting, a lack of a theoretical governance framework, an omission of important topics, and typically a lack of exercises and datasets for student use. Budgeting for Local Governments and Communities solves all of these problems. The book is exceptionally comprehensive and well written, and represents the efforts of veteran authors with both teaching and real-world experience.Key Features:Special Focus on Local Government Budgeting: focuses exclusively on budgeting at the local levels of American government, which are responsible for spending 40 percent of the taxes collected from citizens.Integration of Theory and Practice: teaching cases and chapters capture the "lessons learned" by professional practitioners who have extensive experience in making local public budgeting work on the ground.Polity Approach to Local Budgeting: presents an introduction to local budgeting as the central political activity that integrates the resources of the community into a unified whole. Budgeting is presented as governance work, rather than as a unique set of skills possessed by analysts and financial specialists.Legal, Historical, Economic and Moral Foundations of Local Government Budgeting: provides readers with an understanding of how the structures and processes of local budgeting systems are firmly tethered to the underlying core values, legal principles and historical development of the larger American federal, state and local political systems.Electronic Datasets and Budgeting Exercises: the text includes access to extensive electronic datasets and practice exercises that provide abundant opportunities for students to "learn through doing."Extensive Glossary and Bibliography: covers terms on the history and practice of local public budgeting.

Описание: Whereas border regions are often treated as marginal, Paul Nugent demonstrates through a comparison of two African sub-regions that they are in fact vital in the process of shaping state forms and forging social contracts. Border regions are fundamental to the making of regional and national economies and to patterns of contemporary urbanism.

Описание: This is a comparative international study of the patterns of planning in local governments. While strategic planning has been a field of interest for public management and administrative science for over half a century there are very few cross-national studies of the specifics of planning in local governments. The book analyses the planning activities of local authorities in 7 diverse countries: France, Hungary, Romania, Russia, Spain, Turkey and USA. Although theoretical models of strategic planning are used, the book’s findings point to a very diverse and interesting environment with cultural, political and legal factors playing a significant role in shaping how planning is done in each country.

Описание:

Exploring the role of identitarian politics in the privatization of Newark’s public school system

In Expelling Public Schools, John Arena explores the more than two-decade struggle to privatize public schools in Newark, New Jersey—a conflict that is raging in cities across the country—from the vantage point of elites advancing the pro-privatization agenda and their grassroots challengers.

Analyzing the unsuccessful effort of Cory Booker—Newark’s leading pro-privatization activist and mayor—to generate popular support for the agenda, and Booker’s rival and ultimate successor Ras Baraka’s eventual galvanization of the charter movement, Arena argues that Baraka’s black radical politics cloaked a revanchist agenda of privatization.

Expelling Public Schools reveals the political rise of Booker and Baraka, their one-time rivalry and subsequent alliance, and what this particular case study illuminates about contemporary post–civil rights Black politics. Ultimately, Expelling Public Schools is a critique of Black urban regime politics and the way in which antiracist messaging obscures real class divisions, interests, and ideological diversity.

Описание: More than a century after muckraking journalist Lincoln Steffens derided the city of Philadelphia as being “corrupt and contented,” Philadelphia struggles to rise above this unfortunate characterization. Philadelphia, Corrupt and Consentingis the story of a city’s confrontation with a history that threatens its future. Author Brett Mandel, who has been a reform-oriented government official and political insider, provides a detailed account of the corruption investigation of John Dougherty, one of the city’s most powerful political figures, in order to expose and explore networks of corruption.

He examines the costs of corruption, both financial and nonpecuniary, and considers the opportunity cost that corruption imposes. Mandel explores the nature and development of Philadelphia’s unique culture of corruption, emphasizing how machine politics and self-dealing are entwined with city history, creating a culture that allows corruption to thrive. In addition, he provides practical, achievable policies and actions that can produce positive change in Philadelphia and elsewhere.

Mandel seeks to provide insight into how our collective actions or inattention give consent to the corruption, as well as its roots and effects, and the reasons for its persistence. Philadelphia, Corrupt and Consenting is a critique, but above all, it is a call to action.
