Описание: This book suggests a theoretical framework for the non-democratic and illiberal donors of foreign aid and tests the empirical support of this framework. It aims to examine the foreign aid motivation and preferences of non-democratic and illiberal countries. The study applies the quantitative methodology to understand why nondemocratic and illiberal regimes provide foreign aid and what affects their aid preferences. The findings show that the nature of the relationship between the government and the business elite influences both aid motivation and aid preferences in those countries.

Conventional wisdom holds that the rising middle classes are a force for democracy. Yet in post-Soviet countries like Russia, where the middle class has grown rapidly, authoritarianism is deepening. Challenging a basic tenet of democratization theory, Bryn Rosenfeld shows how the middle classes can actually be a source of support for autocracy and authoritarian resilience, and reveals why development and economic growth do not necessarily lead to greater democracy.

In pursuit of development, authoritarian states often employ large swaths of the middle class in state administration, the government budget sector, and state enterprises. Drawing on attitudinal surveys, unique data on protest behavior, and extensive fieldwork in the post-Soviet region, Rosenfeld documents how the failure of the middle class to gain economic autonomy from the state stymies support for political change, and how state economic engagement reduces middle-class demands for democracy and weakens prodemocratic coalitions.

Описание: This book examines the creation and operation of the Extraordinary Chambers in the Courts of Cambodia (ECCC), which is a hybrid domestic/international tribunal tasked with putting senior leaders of the Khmer Rouge on trial. It argues that the ECCC should be considered an example of illiberal transitional justice, where the language of procedure is strongly adhered to but political considerations often rule in reality. The Cambodian government spent nearly two decades addressing the Khmer Rouge past, and shaping its preferred narrative, before the involvement of the United Nations. It was a further six years of negotiations between the Cambodian government and the United Nations that determined the unique hybrid structure of the ECCC. Over more than a decade in operation, and with three people convicted, the ECCC has not contributed to the positive goals expected of transitional justice mechanisms. Through the Cambodian example, this book challenges existing assumptions and analyses of transitional justice to create a more nuanced understanding of how and why transitional justice mechanisms are employed.

As to illiberal powers, they are generally not that different from their democratic counterparts. They also prefer stability over turmoil. Neither Russia nor China nor Saudi Arabia explicitly promote autocracy. Instead, they seek to suppress democratic movements in their periphery the minute these groups threaten their security interests or are perceived to endanger their regime survival.
