Fuel Taxes and the Poor challenges the conventional wisdom that gasoline taxation, an important and much-debated instrument of climate policy, has a disproportionately detrimental effect on poor people. Increased fuel taxes carry the potential to mitigate carbon emissions, reduce congestion, and improve local urban environment. As such, higher gasoline taxes could prove to be a fundamental part of any climate action plan. However, they have been resisted by powerful lobbies that have persuaded people that increased fuel taxation would be regressive. Reporting on examples of over two dozen countries, this book sets out to empirically investigate this claim. The authors conclude that while there may be some slight regressivity in some high-income countries, as a general rule, fuel taxation is a progressive policy particularly in low income countries. Rich countries can correct for regressivity by cutting back on other taxes that adversely affect poor people, or by spending more money on services for the poor. Meanwhile, in low-income countries, poor people spend a very small share of their money on fuel for transport. Some costs from fuel taxes may be passed on to poor people through more expensive public transportation and food transport. Nevertheless, in general the authors find that gasoline taxes become more progressive as the income of the country in question decreases. This book provides strong arguments for the proponents of environmental taxation. It has immediate policy implications at the intersection of multiple subject areas, including transportation, environmental regulation, development studies, and climate change. Описание: A leading political philosopher takes on Australia's biggest carbon emitters and their moral responsibilities.
It's a shocking fact: the emissions produced annually from the fossil fuels extracted by Australia's major gas, coal and oil producers — Glencore, BHP Yancoal, Peabody, Whitehaven and Anglo-American — and sold here and overseas are larger than the emissions of all 25 million Australians.
And if Australia's exported and domestic emissions are combined, Australia ranks as the sixth largest emitter in the world, behind China, USA, India, Russia and Japan. Far from being an insignificant contributor to climate change because of our small population, Australia is a key driver through our fossil fuel exports.
How have these companies' exports escaped scrutiny when climate change is such an immediate area of concern around the world?
Understanding the moral responsibility of Australia's major carbon emitters is a crucial first step in determining how to fairly share the burdens of a climate transition. In Carbon Justice, leading political philosopher Jeremy Moss sets out an ethical framework to establish the cost of the harms of these major emitters and what they should do about it. What they do next will shape Australia's response to climate change.

Описание:
The Fossil Fuel Revolution: Shale Gas and Tight Oil describes the remarkable new energy resources being obtained from shale gas and tight oil through a combination of directional drilling and staged hydraulic fracturing, opening up substantial new energy reserves for the 21st Century. The book includes the history of shale gas development, the technology used to economically recover hydrocarbons, and descriptions of the ten primary shale gas resources of the United States. International shale resources, environmental concerns, and policy issues are also addressed. This book is intended as a reference on shale gas and tight oil for industry members, undergraduate and graduate students, engineers and geoscientists.

Описание: This is the fi rst comprehensive stocktaking of what the global lowcarbon transition may mean for fossil fuel-dependent countries and how they can manage. Fossil fuel-dependent countries are the most exposed to the impacts of global low-carbon transition and, at the same time, are often unprepared to manage it. They depend on the export of oil, gas, or coal; the use of carbon-intensive infrastructure (for example, refi neries, petrochemicals, and coal power plants); or both. These countries face at least two climate-related risks. The fi rst-order risk arises from weather-related events induced by climate change. The second-order risk is fi nancial, fi scal, and macro-structural, and it arises from the potentially accelerated transition of the global economy away from carbon-intensive fuels and the value chains based on them. This book focuses on managing these transition risks and harnessing related opportunities. Beyond Stranded Assets identifi es multiple strategies that fossil fuel-dependent countries can pursue to navigate the turbulent waters of a low-carbon transition. The policy and investment choices to be made in the next decade will determine these countries' degree of exposure and overall resilience. Abandoning their comfort zones and developing completely new skills and capabilities in a time frame consistent with the 2015 Paris Agreement on climate change is a daunting challenge and requires long-term revenue visibility and consistent policy leadership. This book proposes a constructive framework for climate strategies for fossil fuel-dependent countries based on new approaches to diversifi cation and international climate cooperation. Climate policy leaders share responsibility for creating room for all countries to contribute to the goals of the Paris Agreement by building on what each country is good at. ISBN 978-1-4648-1340-5
