Universal human rights standards were adopted in 1948, but in the 1970s and 1980s, violent dictatorships in Argentina and Chile flagrantly defied the new protocols. Chilean general Augusto Pinochet and the Argentine military employed state terrorism in their quest to eradicate Marxism and other forms of “subversion.” Pinochet constructed an iron shield of impunity for himself and the military in Chile, while in Argentina, military pressure resulted in laws preventing prosecution for past human rights violations. When democracy was reestablished in both countries by 1990, justice for crimes against humanity seemed beyond reach.

Wright examines how persistent advocacy by domestic and international human rights groups, evolving legal environments, unanticipated events that impacted public opinion, and eventual changes in military leadership led to a situation unique in the world—the stripping of impunity not only from a select number of commanders of the repression but from all those involved in state terrorism in Chile and Argentina. This has resulted in trials conducted by national courts, without United Nations or executive branch direction, in which hundreds of former repressors have been convicted and many more are indicted or undergoing trial.

He was 27 when he became the Principal of the Church Missionary Society’s school in Kashmir in 1890 and he left as India gained independence in 1947. Under his leadership the masters and boys were engaged in fighting fires in the city, saving people from drowning, taking hospital patients for outings on the lakes, helping women and removing the ban on the remarriage of young widows. His avowed purpose was to make his students into honest, fearless leaders, who would serve their beloved country of Kashmir. The book begins with the medieval condition of Kashmir in the nineteenth century; describes the development of his unusual approach to education; explores the many challenges he had to overcome, including his chronic bad health, his difficulties with the CMS and the opposition of the Hindu establishment and State Government; and contrasts this with the speedy and enthusiastic acceptance by his young Kashmiri teachers and students of what he was offering and how together they transformed their society and prepared Kashmir for independence.

In this compelling book, Devin Caughey provides an entirely new understanding of electoral competition and national representation in this exclusionary one-party enclave. Challenging the notion that the Democratic Party's political monopoly inhibited competition and served only the Southern elite, he demonstrates how Democratic primaries--even as they excluded African Americans--provided forums for ordinary whites to press their interests.
Focusing on politics during and after the New Deal, Caughey shows that congressional primary elections effectively substituted for partisan competition, in part because the spillover from national party conflict helped compensate for the informational deficits of elections without party labels. Caughey draws on a broad range of historical and quantitative evidence, including archival materials, primary election returns, congressional voting records, and hundreds of early public opinion polls that illuminate ideological patterns in the Southern public. Challenging the received wisdom, this evidence reveals that members of Congress from the one-party South were no less responsive to their electorates than members from states with true partisan competition.
