Governments throughout the world seek to promote employment equity and ensure that bureaucracies are representative of the citizenry. South Africa offers a rare and fascinating case for exploring what happens to bureaucracies as they undergo demographic transformation. Grounded in the theory of representative bureaucracy and using a mixed methods approach, this book explores how major changes in the demographics of the South African public service have affected the performance of the institution. The empirical analysis offers compelling evidence that representative bureaucracies perform better. As public organizations become increasingly representative by hiring historically disadvantaged persons, especially Africans, their performance improves, controlling for a range of factors. This book gives an account of what can happen when performance management is introduced at universities. How do scholars – for better or worse – respond to a system which counts the number of articles and books? Many myths exist about scholar’s reactions: They cheat, slice their production to the least publishable unit, become more risk averse and will go for the low-hanging fruits; in short, they develop a “taste for publication” at the cost of a “taste of science”. Systematic knowledge about the consequences of such systems for the motivation, behavior and productivity of university scholars is in short supply. He finds that Contracting Authorities can improve their performance and attract more suppliers by publishing (as precise as possible) starting prices in the beginning of a tender. First, he reports that compared with private-sector negotiations, starting prices do not create entry barriers in public procurement. Second, he finds that increased numerical precision of starting prices is linearly correlated with better performance and a higher number of bids. In public procurement, suppliers tend to attribute increased credibility to precise starting prices which reduces their (perceived) entry risks.
