When Lenin asked, "Who will beat whom?" (Kto kogo?), he had no plan to wage revolutionary class war in culture. Many young Communists thought differently, however. But was this, as Communist militants thought, a genuine class struggle between "proletarian" Communists and the "bourgeois" intelligentsia? Or was it, as the intelligentsia believed, an onslaught by the ruling Communist Party on the eternal principles of cultural autonomy and intellectual freedom?
In this volume, one of the foremost historians of the Soviet Union chronicles the fierce battle on "the cultural front" from the October Revolution through the Stalinist 1930s. Sheila Fitzpatrick brings together ten of her essays—two previously unpublished and all revised for inclusion here—which illuminate key arenas of the prolonged struggle over cultural values and institutional control. The Soviet Union was one of the most secretive states that ever existed. Defended by a complex apparatus of rules and checks administered by the secret police, the Soviet state had seemingly unprecedented capabilities based on its near monopoly of productive capital, monolithic authority, and secretive decision making. But behind the scenes, Soviet secrecy was double-edged: it raised transaction costs, incentivized indecision, compromised the effectiveness of government officials, eroded citizens' trust in institutions and in each other, and led to a secretive society and an uninformed elite. The result is what this book calls the secrecy/capacity tradeoff: a bargain in which the Soviet state accepted the reduction of state capacity as the cost of ensuring its own survival.
This book is the first comprehensive, analytical, multi-faceted history of Soviet secrecy in the English language. Harrison combines quantitative and qualitative evidence to evaluate the impact of secrecy on Soviet state capacity from the 1917 Bolshevik Revolution to the collapse of the Soviet Union in 1991. The book argues that Sovnarkom was the principal executive body of the early Soviet government until the Politburo gradually usurped this role during the Civil War. Using a range of archival source material, Lara Douds re-interprets early Soviet political history as a period where fledging 'Soviet' rather than simply 'Communist Party' power was attempted, but ultimately failed when pressures of Civil War and socio-economic dislocation encouraged the centralising and authoritarian rather than democratic strand of Bolshevism to predominate.
