When the United States and the Soviet Union signed the first Strategic Arms Limitation Talks accords in 1972 it was generally seen as the point at which the USSR achieved parity with the United States. In From Washington to Moscow veteran US Foreign Service officer Louis Sell traces the history of US–Soviet relations between 1972 and 1991 and explains why the Cold War came to an abrupt end. Drawing heavily on archival sources and memoirs—many in Russian—as well as his own experiences, Sell vividly describes events from the perspectives of American and Soviet participants. He attributes the USSR's fall not to one specific cause but to a combination of the Soviet system's inherent weaknesses, mistakes by Mikhail Gorbachev, and challenges by Ronald Reagan and other US leaders. In Squandered Opportunity, Thomas Juneau develops a variant of neoclassical realism, a theory of foreign policy mistakes, to explore the causes and consequences of Iran's sub-optimal performance. He argues that while rising power drove Iranian assertiveness--as most variants of realism would predict--the peculiar nature of Iran's power and the intervention of specific domestic factors caused Iran's foreign policy to deviate, sometimes significantly, from what would be considered the potential optimal outcomes.
Juneau explains that this sub-optimal foreign policy led to important and negative consequences for the country. Despite some gains, Iran failed to maximize its power, its security and its influence in three crucial areas: the Arab-Israeli conflict; Iraq; and the nuclear program. Juneau also predicts that, as the window of opportunity steadily closes for Iran, its power, security, and influence will likely continue to decline in coming years.
Critically deploying the idea of uneven and combined development this book provides a novel non-Eurocentric account of Iran's experience of modernity and revolution. Recasting Iranian Modernity presents the argument that Eurocentrism can be decisively overcome through a social theory that has international relations at its ontological core. This will enable a conception of history in which there is an intrinsic international dimension to social change that prevents historical repetition.
This hitherto under-theorized international dimension is, the book argues, manifest in combined patterns of development, which incorporate both foreign and native forms. It is the tension-prone and unstable nature of these hybrid developmental patterns that mark Iranian modernity, and fuelled the socio-political dynamics of the 1979 revolution and the rise of political Islam.
