Описание: In the Shadow of Great Powers is the second volume of Christoph Baumer’s History of the Caucasus. It covers the period from the Seljuk domination of the Southern Caucasus around 1050 CE to the present day. After the Kingdom of Georgia’s golden age of independent power and cultural blossoming in the 12th and early 13th centuries, the Caucasus was overrun by the Mongols and soon disintegrated into innumerable smaller kingdoms, principalities and khanates. At the same time, an Armenian kingdom in exile maintained a precarious independence in Cilicia, today’s southern Turkey, by applying a three-way diplomatic policy balanced between the Mongol Il-Khanate, the Crusader states and, to a lesser degree, the Mameluke Empire. Then followed four centuries during which the highly fragmented polities of the North and South Caucasus became political pawns of the regional great powers, above all the Ottomans, Iran and Russia. In the wake of World War I the South Caucasus enjoyed a short-lived independence whereas its northern neighbours were engulfed by the Russian civil wars. But by 1921 the Soviet Union had re-established Russian dominance over the whole region and, from a Western perspective, the region ‘disappeared’ behind the Iron Curtain. Nevertheless, the Caucasian nations kept their pronounced identities even under Soviet rule, giving rise at the dissolution of the Soviet Union to a number of internecine conflicts. Whereas the Russian Federation managed to maintain its supremacy over the North Caucasus – albeit at the cost of bloody wars and insurrections – Armenia, Azerbaijan and Georgia succeeded in more or less gaining control over their destiny. Of these three republics, only Azerbaijan secured a wide-ranging independence thanks to its fossil fuel resources. Following Russian interference, Georgia lost control over two of its provinces while Armenia remains dependent on Russian support in the face of its notoriously antagonistic relations with neighbouring Azerbaijan and Turkey over the unresolved issue of Karabakh. In the Shadow of Great Powers includes some 200 full-colour images and maps which further bring the turbulent history of this region to light.

Lords of the Land, Lords of the Sea focuses on two centuries of contacts between the indigenous polities on Timor and the early colonials, and covers the period 1600-1800. In contrast with most previous studies, the book treats Timor as a historical region in its own right, using a wide array of Dutch, Portuguese and other original sources, which are compared with the comprehensive corpus of oral tradition recorded on the island. From this rich material, a lively picture emerges of life and death in early Timorese society, the forms of trade, slavery, warfare, alliances, social life, and so forth. The investigation demonstrates that the European groups, although having a role as ordering political forces, were only part of the political landscape of Timor. They relied on alliances where the distinction between ally and vassal was moot, and led to frequent conflicts and uprisings. During a slow and complicated process, the often turbulent political conditions involving Europeans, Eurasians, and Timorese polities, paved the way for the later division of Timor into two spheres of roughly equal size.Full text (Open Access)

Описание: The world is, and always has been, interconnected. But the degree of country interdependence we are witnessing now is unprecedented. Cross-national transactions are fundamentally different, both qualitatively and quantitatively, from when the last World Development Report on 'Industrialization and Foreign Trade' was written thirty years ago. Tariff reduction and significant advances in production, communication and transportation technologies led to the emergence and expansion of GVCs. The result was growth in global trade at twice the rate of income growth from the early 1990s until the mid-2000s. Today, production is fragmented and distributed across multiple places, and the parts produced in each place are shipped across the globe often crossing borders multiple times. The 2020 World Development Report will analyze the implications of the changing face of globalization for development. It will explore why global value chains (GVC) have formed in some sectors and regions, while others have been left out. It will examine how GVCs affect growth, inequality and poverty, as well as the transmission of shocks across countries. The report will consider whether new technologies or a change in trade policies create incentives to produce closer to home, reducing the potential for countries to benefit from a finer international division of labor. Finally, it will explore how national policies can promote sustainable development in a GVC world. But because production has become fragmented across countries, national policy is unlikely to be enough. The report will also consider how international cooperation on trade and other policies can support inclusive growth in a GVC world.
