Описание: The Indonesian invasion of East Timor in 1975 led to a prolonged conflict, severe human rights abuses and a large loss of life. From 1975 to 1983 the Indonesian military's campaign of 'encirclement and annihilation' destroyed rural food resources, creating the famine that took most of the lives lost during the occupation. The Australian governments of Gough Whitlam and Malcolm Fraser presented themselves as advocates for human rights and the international rule of law, while viewing relations with Indonesia as key to their foreign policy objectives. These positions came into conflict due to the Indonesian invasion of East Timor. Based upon an extensive study of Australian foreign affairs archives, as well as interviews, A Narrative of Denial demonstrates how the Australian government responded to the conflict by propagating a version of events that denied the reality of the catastrophe occurring in East Timor. It worked to protect the Suharto regime internationally, thereby allowing it to continue its repression relatively unhindered. This remarkable story will unsettle existing perceptions of how Australia operates in world affairs.
Описание: European traders and soldiers established a foothold on Timor in the course of the seventeenth century, motivated by the quest for the commercially vital sandalwood and the intense competition between the Dutch and the Portuguese. Lords of the Land, Lords of the Sea focuses on two centuries of contacts between the indigenous polities on Timor and the early colonials, and covers the period 1600-1800. In contrast with most previous studies, the book treats Timor as a historical region in its own right, using a wide array of Dutch, Portuguese and other original sources, which are compared with the comprehensive corpus of oral tradition recorded on the island. From this rich material, a lively picture emerges of life and death in early Timorese society, the forms of trade, slavery, warfare, alliances, social life, and so forth. The investigation demonstrates that the European groups, although having a role as ordering political forces, were only part of the political landscape of Timor. They relied on alliances where the distinction between ally and vassal was moot, and led to frequent conflicts and uprisings. During a slow and complicated process, the often turbulent political conditions involving Europeans, Eurasians, and Timorese polities, paved the way for the later division of Timor into two spheres of roughly equal size.Full text (Open Access)

Описание:
Since the end of the Cold War, considerable scholarly debates have been devoted to the nature and scope of international state-building interventions in 'fragile', post-colonial states and their effectiveness in instituting democratic rule.
By examining the construction of political institutions in East Timor, this book highlights the relationship between the social and political realms during these processes. Focusing on the roles of East Timorese leaders and civil society organisations during the independence movement, it analyses the effectiveness of democracy building in East Timor. It examines the processes of drafting the new constitution, establishing key political institutions (such as the electoral system), and articulating a new vision of citizenship and social justice. The book argues that East Timor offers a relatively successful case of democratic transition, enabled by a consistent set of goals and aspirations, grassroots political legitimacy and participation, and the development of a democratic civil nation.
Offering a coherent argument for why democracy has been successful in East Timor and the roles of political leaders and civil society during democratic transition, this book will be of interest to those studying Southeast Asian Politics, International Politics, and Democracy.

Описание:
By the end of the 1960s the process of decolonization had practically run its course in Southeast Asia. One exception, however, was tiny Portuguese Timor, where notions of self-determination and independence had yet to be generated. In 1974, the Carnation Revolution in Portugal brought about the end of fifty years of dictatorship, and halfway around the world, presented a new opportunity to a small, ambitious proportion of the Timorese population, eager to shape the future of their country.
This book presents a compelling and original perspective on the critical period of 1974-1975 in the history of East Timor. It describes how the language of politics helped to shape the events that brought about the decolonization of Portuguese Timor, its brief independence as The Democratic Republic of East Timor, and its recolonization by an Asian neighbour. Further, it challenges the idea that this period of history was infused by the spirit of nationalism in which the majority Timorese partook, and which contended with other competing western -isms, including colonialism, communism, neo-colonialism, and fascism. In contrast, the book argues that the Timorese majority had little understanding of any of these alien political abstractions and that the period can be most effectively explained and understood in terms of the contrast between the political culture of Dili, the capital, and the political culture of the rest of the country. In turn, David Hicks highlights how the period of 1974-1975 can offer lessons to government and international policy-makers alike who are trying to bring about a transformation in governance from the traditional to the legal and convert individuals from peasants to citizens.
The result of extensive fieldwork and interviews, this book will be of interest to students and scholars of Southeast Asian studies, international relations, post-conflict studies and post-colonial studies.
Описание: Despite Timor-Leste`s high expectations when it became independent from Indonesia in 2002, the country is ranked among the least developed countries in the world. This book draws together the perspectives of practitioners, policy-makers and academics on the international efforts to rebuild the world`s newest nation.
Dependent Communities investigates the political situations in contemporary Cambodia and East Timor, where powerful international donors intervened following deadly civil conflicts. This comparative analysis critiques international policies that focus on rebuilding state institutions to accommodate the global market. In addition, it explores the dilemmas of politicians in Cambodia and East Timor who struggle to satisfy both wealthy foreign benefactors and constituents at home-groups whose interests frequently conflict. Hughes argues that the policies of Western aid organizations tend to stifle active political engagement by the citizens of countries that have been torn apart by war. The neoliberal ideology promulgated by United Nations administrations and other international NGOs advocates state sovereignty, but in fact "sovereignty" is too flimsy a foundation for effective modern democratic politics. The result is an oppressive peace that tends to rob survivors and former resistance fighters of their agency and aspirations for genuine postwar independence. In her study of these two cases, Hughes demonstrates that the clientelist strategies of Hun Sen, Cambodia's postwar leader, have created a shadow network of elites and their followers that has been comparatively effective in serving the country's villages, even though so often coercive and corrupt. East Timor's postwar leaders, on the other hand, have alienated voters by attempting to follow the guidelines of the donors closely and ignoring the immediate needs and voices of the people. Dependent Communities offers a searing analysis of contemporary international aid strategies based on the author's years of fieldwork in Cambodia and East Timor.
Описание: This book is a history of the struggle for independence after East Timor was invaded by Indonesia in 1975. The occupation, which lasted 24 years, was immediately resisted through guerrilla warfare and clandestine resistance. A continuum of effort between the armed freedom fighters in the mountains, the resilience of urban supporters, and international activism and support eventually brought about liberation in September 1999. Given that the Timor rebels did not have a land border with a friendly state, had no external supplier of weapons and no liberated area in which to recover between guerrilla operations, their successful resistance is unique in the history of guerrilla warfare and independence struggles. Equally uncommon was an unexpected weapon in the struggle -- a remarkable display of strategic non-violent action. This is the first study to integrate all the major factors in East Timors independence struggle. The multi-dimensional perspectives addressed in this volume include Indonesian, US and Australian diplomacy; Indonesian military operations and activities against the populace; East Timorese resistance at all social levels; human rights abuses; the issue of oil; and international diplomacy resulting from global solidarity activism.
