How China's political model could prove to be a viable alternative to Western democracy
Westerners tend to divide the political world into good democracies and "bad" authoritarian regimes. But the Chinese political model does not fit neatly in either category. Over the past three decades, China has evolved a political system that can best be described as "political meritocracy." The China Model seeks to understand the ideals and the reality of this unique political system. How do the ideals of political meritocracy set the standard for evaluating political progress (and regress) in China? How can China avoid the disadvantages of political meritocracy? And how can political meritocracy best be combined with democracy? Daniel Bell answers these questions and more.
Opening with a critique of "one person, one vote" as a way of choosing top leaders, Bell argues that Chinese-style political meritocracy can help to remedy the key flaws of electoral democracy. He discusses the advantages and pitfalls of political meritocracy, distinguishes between different ways of combining meritocracy and democracy, and argues that China has evolved a model of democratic meritocracy that is morally desirable and politically stable. Bell summarizes and evaluates the "China model"--meritocracy at the top, experimentation in the middle, and democracy at the bottom--and its implications for the rest of the world.
A timely and original book that will stir up interest and debate, The China Model looks at a political system that not only has had a long history in China, but could prove to be the most important political development of the twenty-first century.

A new understanding of how and why early democracy took hold, how modern democracy evolved, and what this teaches us about the future
Historical accounts of democracy's rise tend to focus on ancient Greece and pre-Renaissance Europe. The Decline and Rise of Democracy draws from global evidence to show that the story is much richer--democratic practices were present in many places, at many other times, from the Americas before European conquest, to ancient Mesopotamia, to precolonial Africa. Delving into the prevalence of early democracy throughout the world, David Stasavage makes the case that understanding how and where these democracies flourished--and when and why they declined--can provide crucial information not just about the history of governance, but about the ways modern democracies work and where they could manifest in the future.
Drawing from examples spanning several millennia, Stasavage first considers why states developed either democratic or autocratic styles of governance and argues that early democracy tended to develop in small places with a weak state and, counterintuitively, simple technologies. When central state institutions (such as a tax bureaucracy) were absent--as in medieval Europe--rulers needed consent from their populace to govern. When central institutions were strong--as in China or the Middle East--consent was less necessary and autocracy more likely. He then explores the transition from early to modern democracy, which first took shape in England and then the United States, illustrating that modern democracy arose as an effort to combine popular control with a strong state over a large territory. Democracy has been an experiment that has unfolded over time and across the world--and its transformation is ongoing.
Amidst rising democratic anxieties, The Decline and Rise of Democracy widens the historical lens on the growth of political institutions and offers surprising lessons for all who care about governance.

Описание: In Of Other Spaces Foucault coined the term “heterotopias” to signify “all the other real sites that can be found within the culture" which "are simultaneously represented, contested, and inverted.” For Foucault, heterotopic spaces were first of all spaces of crisis, or transformative spaces, however these have given way to heterotopias of deviation and spaces of discipline, such as psychiatric hospitals or prisons. Foucault's essay provokes us to think through how spaces of crisis and critique function to open up disruptive, subversive or minoritarian fields within philosophical, political, cultural or aesthetic discourses. This book takes this interdisciplinary and international approach to the spatial, challenging existing borders, boundaries, and horizons; from Claire Colebrook's chapter unpacking the heterotopic spaces of America and Mexico that lie beyond reductive ideological spaces of light and darkness, to a Foucauldian reading of the Zapatista resistance. With essays on politics, philosophy, literature, post-colonial studies, and aesthetics from established and emerging academics, this book answers Foucault's call to give us a better understanding of our present cultural epoch.

In 1986, a group of young Brazilian women started a movement to secure economic rights for rural women and transform women's roles in their homes and communities. Together with activists across the country, they built a new democracy in the wake of a military dictatorship. In Sustaining Activism, Jeffrey W. Rubin and Emma Sokoloff-Rubin tell the behind-the-scenes story of this remarkable movement. As a father-daughter team, they describe the challenges of ethnographic research and the way their collaboration gave them a unique window into a fiery struggle for equality.
Starting in 2002, Rubin and Sokoloff-Rubin traveled together to southern Brazil, where they interviewed activists over the course of ten years. Their vivid descriptions of women’s lives reveal the hard work of sustaining a social movement in the years after initial victories, when the political way forward was no longer clear and the goal of remaking gender roles proved more difficult than activists had ever imagined. Highlighting the tensions within the movement about how best to effect change, Sustaining Activism ultimately shows that democracies need social movements in order to improve people’s lives and create a more just society.

Описание:
Since the global financial crisis of 2008, advanced economies have been making various efforts to overcome the economic impasse. While the contrast between the countries that have escaped from the crisis relatively quickly and those still suffering from serious problems is becoming clearer, a new economic crisis stemming from newly emerging economies has again impacted advanced economies. In retrospect, both leftist and rightist governments in advanced economies pursued expansive macroeconomic and welfare policies from the post-WWII period to the oil shocks of the 1970s. While we recognise that the particular policy regime in this 'Golden Decades' during which the left and the right implemented similar policies cross-nationally, were characterised by outstanding economic growth in each country, the specific growth patterns varied across countries. Different social coalitions underpinned different growth models.
This book is premised on tentative conclusions that Magara and her research collaborators have reached as a result of three years of study related to our previous project on economic crises and policy regimes. Recognising the need to analyse fluid and unstable situations, we have set up a new research design in which we emphasise political variables--whether political leaders and citizens can overcome the various weaknesses inherent in democracy and escape from an economic crisis by establishing an effective social coalition. A new policy regime can be stable only if it is supported by a sufficiently large coalition of social groups whose most important policy demands are satisfied within the new policy regime.
Описание: As populism presaging authoritarianism surges worldwide and political rights and civil liberties erode, pundits, politicians, and political scientists agree: democracy is in crisis. But where many blame the rise of neoliberalism, Kyong-Min Son suggests that a longer historical perspective is in order. His book, The Eclipse of the Demos, traces the crisis of democracy back to a fateful transformation of democratic theory during the Cold War, when the idea of the demos - a public body configured for the common good - gave way to a view of democracy as an instrument used by individuals to serve their private interests. While the postwar pressures of totalitarianism and communism did not directly cause this transformation, Son contends that they did activate instrumental democracy's three constitutive motifs: fear of the masses, faith in rational systemic management, and an ambivalence about the relationship between capitalism and democracy. Forged of these elements drawn from disparate intellectual traditions, instrumental democracy displaced a citizenry disposed to judge competing public claims according to the principles of the common good and political equality. In the instrumental model, citizens are seen as consumers whose political claims are equivalent - simply because each is willing to pay the same price: a vote. It is this transactional view of democracy, Son argues, that led to the unchallenged dominance of finance capital and growing social divisions that have fueled the rise of neoliberalism. The Eclipse of the Demos envisions an answer to our present predicament: a democracy that rests on a demos engaging in collective inquiry and judgment rather than on a group of individuals concerned exclusively with their private welfare. By providing a clearer understanding of democracy before neoliberalism, this book begins the hard work of realizing that vision.
Описание: Like in many other states worldwide, democracy is in trouble in South Korea, entering a state of regression in the past decade, barely thirty years after its emergence in 1987. The society that recently had ordinary citizens leading “candlelight protests” demanding the impeachment of Park Geun-hye in 2016-17 has become polarized amid an upsurge of populism, driven by persistent structural inequalities, globalization, and the rise of the information society.
The symptoms of democratic decline are increasingly hard to miss: political opponents are demonized, democratic norms are eroded, and the independence of the courts is whittled away. Perhaps most disturbing is that this all takes place under a government dominated by former pro-democracy activists.
The contributors to this volume trace the sources of illiberalism in today’s Korea; examine how political polarization is plaguing its party system; discuss how civil society and the courts have become politicized; look at the roles of inequality, education, and social media in the country’s democratic decline; and consider how illiberalism has affected Korea’s foreign policy.
