Stemming from President Richard Nixon's 1971 call for an international approach to this "war," U.S. drug enforcement policy has persisted with few changes to the present day, despite widespread criticism of its effectiveness and of its unequal effects on hundreds of millions of people across the Americas. While researchers consistently emphasize the role of race in U.S. drug enforcement, Bartilow's empirical analysis highlights the class dimension of the drug war and the immense power that American corporations wield within the regime. Drawing on qualitative case study methods, declassified U.S. government documents, and advanced econometric estimators that analyze cross-national data, Bartilow demonstrates how corporate power is projected and embedded—in lobbying, financing of federal elections, funding of policy think tanks, and interlocks with the federal government and the military. Embedded corporatism, he explains, creates the conditions by which interests of state and nonstate members of the regime converge to promote capital accumulation. The subsequent human rights repression, illiberal democratic governments, antiworker practices, and widening income inequality throughout the Americas, Bartilow argues, are the pathological policy outcomes of embedded corporatism in drug enforcement.

Emphasizing the social construction of crime and the way it was interpreted within the moral economy of the urban poor, he describes the capital city during the early twentieth century as a contested territory in which a growing population of urban poor had to negotiate the use of public spaces with more powerful citizens and the police. Probing official discourse on deviance, Piccato reveals how the nineteenth-century rise of positivist criminology—which asserted that criminals could be readily distinguished from the normal population based on psychological and physical traits—was used to lend scientific legitimacy to class stratifications and to criminalize working-class culture. Furthermore, he argues, the authorities’ emphasis on punishment, isolation, and stigmatization effectively created cadres of professional criminals, reshaping crime into a more dangerous problem for all inhabitants of the capital.

Crime and the Administration of Justice in Buenos Aires, 1785–1853, analyzes the emergence of the criminal justice system in modern Argentina, focusing on the city of Buenos Aires as a case study. It concentrates on the formative period of the postcolonial penal system, from the installation of the second Audiencia (the superior justice tribunal in the viceroyalty of R?o de la Plata) in 1785 to the promulgation of the Argentine national constitution in 1853, when a new phase of interregional organization and codification began.

During this transitional period, basic features of the modern Argentine criminal justice system emerged. Osvaldo Barreneche studies these characteristics in detail: the institutional subordination of the judiciary; police interference and disruption in the relationships between the judiciary and civil society; the manipulation of the initial stages of the judicial process by senior police officers; and the use of institutionally malleable penal-legal procedures as a punitive system regardless of the judicially evaluated outcome of criminal cases.

Through analysis of criminal cases, Barreneche shows how different interpretations of liberalism, the changing roles of the new police and the military, and the institutionalization of education all contributed to the debate on penal reform during Argentina’s transition from colony to state. Only through understanding the historical development of legal and criminal procedures can contemporary social scientists come to grips with the struggle between democracy and authoritarianism in modern Argentina.

Описание: The Latin America and Caribbean (LAC) region has the undesirable distinction of being the world’s most violent region, with 24.7 homicides per 100,000 inhabitants. The magnitude of the problem is staggering and persistent. Of the top 50 most violent cities in the world, 42 are in LAC. In 2010 alone, 142,302 people in LAC fell victim to homicide, representing 390 homicides per day and 4.06 homicides every 15 minutes. Crime disproportionately affects young men aged 20 to 24, whose homicide rate of 92 per 100,000 nearly quadruples that of the region. The focus of Crime Prevention in Latin America and the Caribben is to identify policy interventions that, whether by design or indirect effect, have been shown to affect antisocial behaviour early in life and patterns of criminal offending in youth and adults. Particular attention is devoted to recent studies that rigorously establish a causal link between the interventions in question and outcomes. This publication adopts a lifecycle perspective and argues that as individuals progress through different stages of the lifecycle, not only do different sets of risk factors arise and take more prominence, but their interactions and interdependencies shape human behaviour. These interactions and the relative importance of different sets of risk factors identify relevant margins that can effectively be targeted by prevention policies, not only early in life, but throughout the lifecycle. Indeed prevention can never start too early, nor start too late, nor be too comprehensive. The success or failure of a violence strategy may rest on the ability to implement an integrated set of policies that can exploit these interdependencies, so that the ultimate outcome in terms of crime reduction may be larger than the sum of the individual policy outcomes.
