Описание: Why do poor people often vote against their material interests? This puzzle has been famously studied within wealthy Western democracies, yet the fact that the poor voter paradox also routinely manifests within poor countries has remained unexplored. This book studies how this paradox emerged in India, the world's largest democracy. Tariq Thachil shows how arguments from studies of wealthy democracies (such as moral values voting) and the global south (such as patronage or ethnic appeals) cannot explain why poor voters in poor countries support parties that represent elite policy interests. He instead draws on extensive survey data and fieldwork to document a novel strategy through which elite parties can recruit the poor, while retaining the rich. He shows how these parties can win over disadvantaged voters by privately providing them with basic social services via grassroots affiliates. Such outsourcing permits the party itself to continue to represent the policy interests of their privileged base.

Описание: This book examines the history of nation-building in Kosova as a model of how the theories behind nation-building, state-building and peace-building can succeed or fail. The author argues that two missing factors led to successful state-building but failed nation-building in Kosova: the balance of power and the ethnic elite. The author uses his unique expert knowledge gained over thirty years of study to present a thorough overview of international administration and nation-building in Kosova.

Описание: ?This book discusses the elite capture taking place in the development programmes implemented through Grama Panchayats (GPs), the lowest tier in the rural local self-government structure in India. Inclusive growth being the cherished goal of all the developing countries, including India, the book assesses whether checks and balances incorporated in development programmes prevent elite capture and promote inclusive development. It also highlights the role of community-based organisations, such as SHGs, in ensuring development benefits reach marginalized groups.
The policy makers in India introduced decentralised governance to facilitate the participation of marginalized groups in the planning and implementation of development programmes at the local level, and to ensure that development benefits reach them. International agreements such as the Hyogo Framework for Action, Millennium Development Goals and Sustainable Development Goals also call for decentralised governance for inclusive growth.
The issue of elite capture has traditionally been studied mainly from the sociological perspective, i.e., how the local upper/dominant castes and classes garner the positions and benefits. But with the new and structured governance system that is in place at the local level in contemporary India, this book explores how decentralised governance is addressing the issue of elite capture. The study closely analyses micro processes of decentralisation to understand how elite capture is taking place. Additionally, it examines this concern from both governance and economic perspectives. The scope of the book is wide, and encompasses several aspects such as the functioning of the local government, decentralised governance, checks and balances in development programmes, community-based organisations, the upward political linkages and elite capture. It is equally relevant to researchers from several social science disciplines, civil society, policy makers, and implementers from the grassroots to national level government.

Описание: An urgent and extraordinary book. Weaving a philosophical analysis of Heidegger, Agamben and Foucault, Jan draws out the implications of their thought for a radical analysis of the ontological politics of Islam and Pakistan. Whether writing about the Ulama and Deoband schools, blasphemy laws, the military, beards, or the Bamiyan Buddhas, Jan provokes and challenges our thinking while unearthing the ground on which Pakistanand our worldare built.Joel Wainwright, Department of Geography, Ohio State University, USA In this exceptionally inventive and important book, Jan shows us that the problems besetting political life in Pakistan are part of a more troubling crisis in modern forms of power. Challenging accounts that cordon off political Islam from the West, Jan discloses their fundamental indistinction and thus, through his practice of critical ontology, reorients our understanding of how power and violence are at work in the world.Joshua Barkan, Department of Geography, University of Georgia, USA The Metacolonial Statepresents a novel rethinking of the relationship between Islam and the Political. Key to the text is an original argument regarding the biopoliticization of Islam and the imperative need for understanding sovereign power and the state of exception in resolutely ontological terms. Through the formulation of a critical ontology of political violence,The Metacolonial Stateendeavors to shed new light on the signatures of power undergirding postcolonial life, while situating Pakistan as a paradigmatic site for reflection on the nature of modernitys precarious present. The cross-disciplinary approach of Dr. Jans work is certain to have broad appeal among geographers, historians, anthropologists, postcolonial theorists, and political scientists, among others. At the same time, his explication of critical ontology with its radical reading of the interlacement of history, power and the event promises to add a bold new dimension to social science research on Islamism and biopolitics.

Описание:
Religion, violence, and ethnicity are all intertwined in the history of Pakistan. The entrenchment of landed interests, operationalized through violence, ethnic identity, and power through successive regimes has created a system of 'authoritarian clientalism.' This book offers comparative, historicist, and multidisciplinary views on the role of identity politics in the development of Pakistan.
Bringing together perspectives on the dynamics of state-building, the book provides insights into contemporary processes of national contestation which are crucially affected by their treatment in the world media, and by the reactions they elicit within an increasingly globalised polity. It investigates the resilience of landed elites to political and social change, and, in the years after partition, looks at the impact on land holdings of population transfer. It goes on to discuss religious identities and their role in both the construction of national identity and in the development of sectarianism. The book highlights how ethnicity and identity politics are an enduring marker in Pakistani politics, and why they are increasingly powerful and influential.
An insightful collection on a range of perspectives on the dynamics of identity politics and the nation-state, this book on Pakistan will be a useful contribution to South Asian Politics, South Asian History, and Islamic Studies.

This book explores why Pakistan has become such a heavily militarized, ideologically driven state, yet remains deeply insecure, weak, and unable to unite itself or pacify its warring ethnic and religious groups.
