Conflict, Improvisation, Governance presents a carefully crafted and edited collection of first hand accounts of diverse public sector and non-profit urban practitioners facing the practical challenges of "doing democracy" in the global/local context of the interconnected major European city of Amsterdam and its region. The book examines street level democratic processes through the experiences of planning and city governance practitioners in community development, youth work, public service delivery, urban public administration, immigration and multi-cultural social policy. These profiles and case studies show widely shared challenges in global and local urban environments, and new, "bottom-up," democratic and improvisational strategies that community members and public officials alike can use to make more inclusive, democratic cities.

Описание: Despite ongoing technical and professional advances, urban and regional planning is often far less effective than we might hope. Conflicting approaches and variable governmental settings have undermined planning’s legitimacy and allowed its goals to be eroded and co-opted in the face of mounting challenges. Deeper organising principles for self-understanding, action and productive critique are lacking. This book takes steps toward resolving these problems by providing a clear theoretical position to practically examine urban planning systems within democratic governance settings: the basis of planning’s legitimacy and action. Joining practical planning with political science perspectives and the work of critical theorists such as JA?rgen Habermas, it directly examines urban planning as a process of governance. The dilemmas inherent to democracy are used as key organising principles and challenges for planning. Collective knowledge development and steering processes are examined as the core purposes of urban planning. Communicative planning’s grounding in the work of Habermas is revisited to develop practical ways of examining overall planning systems. This theoretical approach can be adapted to a range of planning systems and settings beyond those examined in the book, such as corporate or political realms. It is one of only a few analyses that bring together theoretical understandings and grounded and practical analyses of an Australian planning system. Conceptual and highly practical explanations of how and why the Victorian system does and doesn't ’work’ are revealed. The book demonstrates how specific placed-based understandings, and meaningful comparison between planning systems, can be made using critical theory to suggest positive change.

This book explores the primary mechanisms through which collective knowledge is developed and collective steering is undertaken in a planning system, as the core purposes of planning itself.
Описание: Climate change is changing the context of spatial planning and shaping its priorities. It has strengthened its environmental dimension and has become a new rationale for coordinating actions and integrating different policy priorities. This book sets out the economic, social and environmental challenges that climate change raises for urban and regional planners and explores current and potential responses. These are set within the context of recent research and scholarly works on the role of spatial planning in combating climate change. Addressing both mitigation measures for reducing greenhouse gas emissions and adaptation to the effects of climate change, the book provides an overview of emerging practice, with analysis of the drivers of policy change and practical implementation of measures. It scopes planning issues and opportunities at different spatial scales, drawing on both the UK and international experiences and highlighting the need to link global and local responses to shared risks and opportunities.

Описание: The Democratic Republic of Congo has the third largest urban population in sub-Saharan Africa (estimated at 43% in 2016) after South Africa and Nigeria. It is expected to grow at a rate of 4.1% per year, which corresponds to an additional 1 million residents moving to cities every year. If this trend continues, the urban population could double in just 15 years. Thus, with a population of 12 million and a growth rate of 5.1% per year, Kinshasa is poised to become the most populous city in Africa by 2030. Such strong urban growth comes with two main challenges - the need to make cities livable and inclusive by meeting the high demand for social services, infrastructure, education, health, and other basic services; and the need to make cities more productive by addressing the lack of concentrated economic activity. The Urbanization Review of the Democratic Republic of Congo argues that the country is urbanizing at different rates and identifies five regions (East, South, Central, West and Congo Basin) that present specific challenges and opportunities. The Urbanization Review proposes policy options based on three sets of instruments, known as the three 'I's - Institutions, Infrastructures and Interventions - to help each region respond to its specific needs while reaping the benefits of economic agglomeration The Democratic Republic of the Congo is at a crossroads. The recent decline in commodity prices could constitute an opportunity for the country to diversify its economy and invest in the manufacturing sector. Now is an opportune time for Congolese decision-makers to invest in cities that can lead the country's structural transformation and facilitate greater integration with African and global markets. Such action would position the country well on the path to emergence.

Описание:
After decades "in the shadows," urban lighting is re-emerging as a matter of public debate. Long-standing truths are increasingly questioned as a confluence of developments affects lighting itself and the way it is viewed. Light has become an integral element of place-making and energy-saving initiatives alike. Rapidly evolving lighting technologies are opening up new possibilities, but also posing new challenges to planners, and awareness is growing that artificial illumination is not purely benign but can actually constitute a form of pollution. As a result, public policy frameworks, incentives and initiatives are undergoing a phase of innovation and change that will affect how cities are lit for years to come.
The first comprehensive compilation of current scientific discussions on urban lighting and light pollution from a social science and humanities perspective, Urban Lighting, Light Pollution and Society contributes to an evolving international debate on an increasingly controversial topic. The contributions draw a rich panorama of the manifold discourses connected with artificial illumination in the past and present - from early attempts to promote new lighting technologies in the late 19th and early 20th centuries to current debates on restricting its excessive usage in public space and the protection of darkness. By bringing together a cross-section of current findings and debates on urban lighting and light pollution from a wide variety of disciplines, it reflects that artificial lighting is multifaceted in its qualities, utilisation and interpretation.
Including case studies from the United States, Europe, and the UK, Urban Lighting, Light Pollution and Society is one of the first to take a serious assessment of light, pollution, and places and is a valuable resource for planners, policy makers and students in related subjects.
